At a Florissant City Council meeting, members approved a slate of ordinances covering street closures, a speed-limit change, compensation-plan updates and a bond defeasance.
The most consequential financial item instructed staff to appropriate up to $400,000 to defease a portion of the city’s outstanding general-obligation bonds and to pay associated defeasance costs; the ordinance was advanced and passed on final vote. Council recorded a roll-call vote and the bill became ordinance No. 9,147.
Votes at a glance: - Bill 10147 — ordinance to permanently close vehicular access to Meadows Lane at Washington Street: advanced to third reading and passed on final vote, becoming ordinance No. 9,141 (roll call recorded as unanimous ‘Yes’ among members present). - Bill 10148 — street closure and right-of-way modification for Northmore Drive at Lynn Meadows: adopted as ordinance No. 9,142 (final roll call recorded). - Bill 10149 — amendment to Table 7A changing posted speed limits on Patterson Road (New Halls Ferry Road to North Highway 67): passed and became ordinance No. 9,143. - Bill 10151 — special-use permit for Blum LLC (C & C Fish and Chicken Grill) at 1141 N. Several of the items were routine or technical (address corrections, standard special-use permits and personnel-plan updates) and drew little or no public comment. Where council members asked questions, they focused on procedural or operational details rather than policy disputes.
The council also removed Bill 10150 from the calendar on a motion during first reading. The meeting concluded with routine council remarks and holiday greetings. The council announced the next regular meeting for Jan. 12, 2026.
