Developer seeks amended PUD plan for Prairie Encore to add covered parking; board hears first reading

The board heard a first reading for an amendment to the Prairie Encore planned-unit development (PUD) that would add covered parking. Sean Ackley of Ingenuity, representing the applicant, asked the board to approve a fourth-amended final development plan that adds 32 carport spaces to the north of an apartment building and 12 on the west side; Ackley said the change results in no net loss of parking and that the site remains under construction.

Ackley sought two readings that night to avoid returning to a future meeting: "As stated, we are proposing 32 carport spaces to the north of the apartment building and 12 on the West Side... we're we're not losing any parking. We actually were able to squeeze 1 more in." Board members asked clarifying questions about layout and whether spaces are assigned; Ackley said columns fall every other space and that spaces are not assigned to specific units (so the additional covered spaces are generally available). Ackley noted the ownership performed a cost-benefit analysis but did not provide the detailed analysis in the meeting packet.

The ordinance title (recorded as 'Bridal 2,514') was read by staff for the first time. Board members did not vote on final adoption; the matter remains at first reading and the applicant requested the board consider two readings in the same meeting if possible.
