Dardenne Prairie proposes moratorium on multifamily permit reviews while staff studies impacts; community college agrees to trail access improvements

At the May 7 work session the chair presented Resolution 3-93, a proposal to establish a moratorium on accepting or reviewing applications to construct multifamily dwellings in the city while staff and the board study relevant policies, regulations and standards.
The chair said the moratorium is intended to pause what has been "ad hoc" treatment of apartment proposals so the city can take a more proactive approach. When asked whether the study would examine tax incentives, a board member said financial impacts could be part of the review and that staff and the city attorney would advise on nuances.
Separately, staff and aldermen reported a visit to the community college's Darden Creek campus. The college committed to provide trail access from the main trail "at the right time" and to add perimeter landscaping in future phases to lessen visibility into nearby homes, a change residents had requested.
Next steps: staff will scope the moratorium study to include policy, regulatory and fiscal impacts and return recommendations to the board; the college and city will coordinate on trail access timing and landscape mitigation.
