City recommends Oates Associates for Stony Brook Drive culvert design; $21,000 unbudgeted expense to stormwater plan

The city engineer asked the board to approve two readings so the Stony Brook Drive culvert replacement can proceed quickly ahead of a county mill-and-fill project. The city received two proposals and recommended awarding design services to Oates Associates for $21,000. The engineer described three corrugated metal pipe (CMP) culverts beneath Stony Brook Drive that have rusted and begun to fail; staff proposes replacing them with HDPE triple-wall pipe, which the engineer said lasts longer and costs less over time.
The $21,000 design contract is not currently budgeted; staff intends to charge the cost to the stormwater master plan, which has a $150,000 allocation, and to revise the budget to reflect the expense. The design contract covers engineering only; construction will be a separate contract, and staff emphasized timing is critical because the county’s planned milling and resurfacing requires the culvert work be completed first.
Board members had no objections to advancing the item for ordinance consideration with two readings to meet the county’s schedule.
Next steps: staff will finalize the design contract scope with Oates Associates, revise the stormwater master plan budget, and schedule construction procurement following design completion.
