City engineer recommends Burns and Jones as low bidder for Townsquare Avenue improvements, seeks 18.6% contingency

Staff is also requesting a contingency equal to 18.6% of the contract amount to allow expedited approval of additional work related to unpredictable site conditions and utility conflicts. With the contingency included the requested authorization would be roughly $800,000, which the engineer said remains below the budgeted $835,000 for this project.
During discussion, a board member asked whether the plans address a local road hump; the engineer said the Townsquare project is primarily a mill-and-fill from curb to curb and that the hump removal would be part of a separate Post Road reconstruction project. Another member raised that prior projects (Stump Road) exposed unaccounted-for utility relocation costs, and recommended including utility-relocation contingencies in future grant estimates.
No formal construction contract was signed during the work session; the engineer requested two readings to keep the project on the funding schedule. The board assented to advance the item for ordinance consideration by voice vote later in the meeting.
Next steps: staff will prepare the ordinance and contract documents for formal consideration at the regular meeting and proceed with required grant and MoDOT approvals before construction.
