Board refers proposed apartment moratorium to Planning & Zoning; ordinance would be required to enact it

The Dardenne Prairie Board of Aldermen referred a proposed moratorium on apartment development to Planning & Zoning for study and recommendation. Unidentified Speaker 5 clarified the process during staff remarks, stating: “So at the board meeting, what the board actually passed a resolution for was for planning and zoning to consider the moratorium and make a recommendation to the board.”
Unidentified Speaker 5 told the meeting that plans are posted for 30 days from application and that the board requires two readings on planning and zoning matters, which provides at least another roughly 30-day period before final board approval: “Our current process provides 30 days from when the applicant applies until the PNC meeting date... and then our board of aldermen require 2 readings, as we discussed earlier, on planning and zoning matters.”
Speaker 5 reiterated that “there is not currently a moratorium in place” and that the moratorium would not take effect until the board adopted an ordinance following P&Z’s recommendation; the transcript notes P&Z will consider the matter and that a board meeting on June 11 was identified for further action or consideration. The board did not adopt an ordinance at this meeting.
