Board declines annexation of Waterford Crossing Drive after city-county MOU proposal

The Dardenne Prairie Board of Aldermen declined to pursue an annexation that would have transferred a rebuilt portion of Waterford Crossing Drive into the city.
Kathy (City Administrator, Speaker 8) summarized a county proposal: the county would replace the roadway to county standards, after which the city would annex it and assume long-term maintenance and snowplowing. Kathy said the county indicated it would likely replace the roadway by year-end if an agreement were reached.
Several aldermen raised objections: Speaker 3 and others said the road sits inside O'Fallon city limits, would serve O'Fallon businesses and institutions (including a planned Mercy medical building) and would not bring corresponding tax revenue to Dardenne Prairie while adding maintenance liabilities. Speaker 4 called taking on the liability when the roadway is clearly in O'Fallon 'not understandable.'
The mayor (Speaker 7) concluded the board was not in favor of annexation and the item failed to move forward; Kathy said she would relay the board's answer to the county.
No formal annexation motion passed and no annexation agreement was authorized.
