Dardenne Prairie adopts ordinances on leases, college deposit agreement and traffic code; several measures pass by unanimous vote

Dardenne Prairie — At its Oct. 1 meeting the Board of Aldermen approved several ordinances spanning leases, a deposit agreement with St. Charles Community College, municipal code changes and traffic-code amendments.
The council adopted Bill 25-46, an ordinance authorizing the mayor to execute an omnibus first amendment to leases between the City and the Metropolitan Park and Recreation District doing business as Great Rivers Greenway; the city attorney read the ordinance and the board approved it by roll-call vote (declared Ordinance 2,380).
The board also approved Bill 25-47, authorizing the city administrator to negotiate and execute a deposit agreement guaranteeing land-disturbance improvements with cash between the city and St. Charles Community College for the Field to Table Institute development; the measure passed and was declared Ordinance 2,381.
In old business the board approved Bill 25-44, amending municipal code sections related to designation of the city treasurer (declared Ordinance 2,382), and Bill 25-45, amending parts of Title 3 (the traffic code) related to enforcement of certain devices or vehicles (declared Ordinance 2,383). All votes taken on these items were recorded as ayes with no opposition heard.
Public commenters earlier in the meeting praised city staff and questioned governance around consent-agenda items and consultant use. Arnie C. Denoff, identifying himself as a "County and City Public Advocate," urged allowing public comment on consent items and questioned paying outside consultants for compensation work. The city administrator responded during staff communications that Evergreen Solutions cost the city $7,500 and said classifications are best handled by an outside consultant to reduce bias.
