Board to consider lease amendment to allow Great Rivers Greenway and O'Fallon trail and bridge work at Barrett Haven Park

City Administrator Kathy Pratt described a proposed amendment to the Barrett Haven Park lease with Great Rivers Greenway (GRG) during the Oct. 1 special work session. GRG purchased property in Dardenne Prairie to develop the Darden Greenway and Barrett Haven Park; the operating agreement and lease date to 2007 and have allowed the city to operate the property as a park since that time.
Pratt said the amendment would authorize the City of O'Fallon and GRG (and their contractors) to enter and use designated areas for trailhead work and connecting trail segments, to coordinate MoDOT's planned vehicle bridge replacement with a multi-use trail bridge at the same location, and to authorize an ingress and egress easement to address a fence constructed at 201 Toussaint Landing Drive that encroaches on GRG-owned land.
"GRG advised that the best course of action to remedy the fence situation is to authorize an ingress and egress easement for maintenance of the fence," Pratt said, explaining the amendment would correct the legacy fence location while leaving the remainder of the lease unchanged. Pratt told the board the city attorney reviewed the amendment and made changes and that GRG respectfully requests two readings because the ordinance is not legislative in nature.
Board members confirmed there is no additional cost to the city for the amendment and asked about responsibility for the roadway bridge. Staff and board members clarified that the roadway bridge is a MoDOT asset and that neither city would automatically assume bridge maintenance responsibilities under the lease amendment.
Next steps: the board was advised the amendment could be read twice this evening as part of the ordinance process (per staff), and the matter will proceed through the city's ordinance readings as requested by GRG.
