Aldermen press for repairs on Barrett Haven Boulevard; county report and grant timeline outlined

Alderman Waters raised a series of safety and maintenance concerns about Barrett Haven Boulevard during the Oct. 1 special work session, describing cracked pavement, large separations between curb and sidewalk, and a recent resident fall.
"There was a a gentleman, that fell, in in, that area, a few weeks ago," Waters said while urging a comprehensive evaluation of the roadway, sidewalks and related green space. He said the damage stretches along the corridor and may require more than the city’s current set-aside funds can cover.
City staff described a two-track response: near-term repairs and a longer-term grant-driven overlay. City Engineer Matt Davidson said the county’s pavement condition report is expected early next year and the city has contracted with TransMap for a right-of-way asset inventory covering sidewalks, streetlights and signs. Staff also said they will prepare specifications and go out for bids for curb and sidewalk replacements based on the city’s outstanding concern list; Public Works Supervisor Joe Morris was reported working on those specifications.
Staff additionally told the board that the contractor M and H has invoiced the city and indicated some work is complete, and that the city will need to rebid for some items. "We learned yesterday by a call that M and H considered themselves complete on the work," staff reported, leaving the city in a position to go out for new proposals.
On funding and timeline, the city noted county and regional grant processes: applications to the County Road Board and East-West Gateway are due in February–March 2026 with funding decisions in 2026, and if funded construction would be slated for 2029 at the earliest. Board members asked for a simple public timeline they could relay to constituents explaining the county report, subsequent grant steps, and interim repairs the city will undertake.
Next steps: staff will include Barrett Haven curb and sidewalk needs in an upcoming bid package, continue temporary pothole and patch work as needed, and prepare grant applications to pursue a full overlay if funding is awarded.
