Perry City Council replaces Juneteenth with Pioneer Day in staff holiday schedule

Perry City Council voted Dec. 11 to amend its paid-holiday policy, removing Juneteenth as a set holiday and adding Pioneer Day, while preserving one staff-selected floating holiday and extending the window to use that floating day from one month to three.
City staff presented the change as reflecting staff sentiment at a recent employee meeting. "...they'd rather see that than Juneteenth," staff said during the meeting, explaining the request came from employees who said they were frustrated that they did not routinely get Pioneer Day off. A public commenter, Blake Oster, asked clarifying questions about eligibility and hours; staff said their policy treats employees working 35 hours as full time for leave accrual and that employees working 25 or more hours are eligible for paid time off.
The council discussed the mechanics of altering a policy that was initially adopted by resolution and confirmed a resolution is the appropriate vehicle for amendment. A motion to adopt Resolution 2025-23 amending paid holidays passed on a roll-call vote with Council members Young, Walker, Osler, Wright and Tueller voting yes.
The resolution directs staff to update the personnel policy and notify employees; the city administrator said staff would publish the updated policy and confirmed operational coverage during year-end office closures.
