Summary
The Perry City Council unanimously approved the 2026 meeting schedule, the FY26 impact-fee plan, a paid-holiday amendment (Resolution 2025-23), an Olson Orchards development amendment (Ordinance 25U), a county water element (Ordinance 25B), a local WUI code, and a police-dispatch services resolution; the UTA ordinance was tabled.

The council voted to adopt the 2026 meeting schedule after a motion to approve was moved and seconded and passed on a roll-call vote with Council members Young, Walker, Osler, Wright and Tueller voting yes.
The council approved the Fiscal Year 2026 impact-fee plan, which staff said lists $10,937 available for fire impact fees to be used for EMS storage toward 2028 and notes other fees are encumbered for earlier capital projects, including police evidence storage. The vote was carried by roll call with the same five council members voting yes.
By roll-call vote the council adopted Resolution 2025-23 amending the paid-holiday policy: Juneteenth was removed as a set holiday and Pioneer Day added; staff will retain one floating holiday and the policy extends the month-long use window to three months. Staff described the change as reflecting current employee preference; a public commenter asked about benefit eligibility and hours.
On land-use matters the council voted to send a separate rezoning/development application back to the planning commission for revision (see separate article) and approved an amendment to the Olson Orchards development agreement (Ordinance 25U) that removes highway access per UDOT's direction, relocates a stormwater pond/lot, and incorporates intersection-widening work on 3600 South. The Olson Orchards ordinance passed on roll-call vote.
The council adopted Ordinance 25B incorporating a countywide water element into Perry's general plan to comply with state requirements. Staff said the county study provides general guidance while the city can choose which subsections (for example, the Willard region section) are most applicable.
The council also adopted a local Wildland-Urban Interface (WUI) ordinance required by state HB48; staff noted the state map that will define WUI areas has not yet been finalized, and the council inserted the city's fire authority into the local code before approving it. Staff and council discussed insurance and inspection implications for homes in designated WUI areas.
After a closed session, the council tabled the UTA ordinance (no objection) and approved Resolution 2025-24 for police-dispatch services by roll call.
