Rakesh Patel, owner of Rocks Premium Liquor and Wine, asked the Dardenne Prairie Board on Oct. 15 for a conditional‑use permit to open a package liquor store at 7827 Townsquare Avenue (suites 101–102). Attorney read Bill 25‑48 by title for the first reading; additional P&Z review had already taken place.
Patel said the space would be about 3,600 square feet, with interior renovations, new lighting, repaved parking and new canopies. He told the board the proposed pickup window would serve pre‑ordered, pre‑verified transactions for third‑party delivery services rather than an on‑site ordering drive‑through. "It is not gonna be a drive through where somebody comes up there, and, you know, orders the products," Patel said, adding that staff would verify identification at pickup.
Patel also said he would apply for a tasting license to host vendor events and small samplings, and that grocery items would be limited to single‑serve snacks rather than full grocery competition with nearby Schnucks. Board members asked about future plans for on‑premise consumption and food; Patel said those options would be considered later if the site footprint expands.
The item was read for a first hearing; P&Z had asked for additional renderings and the board scheduled further review. No final vote on the CUP was taken at the Oct. 15 meeting.
