Mayor, staff present FY26 budget first reading; planning staff to send multifamily moratorium survey to stakeholders

City Administrator Kathy presented the FY26 budget and capital plan (bill 25-58) for first reading at the Nov. 19 Dardenne Prairie work session, thanking staff for comprehensive line-by-line review in a recent work session and noting the board may amend items on the floor during the regular meeting.
Kathy said she circulated an amended packet summarizing changes from the work session and encouraged aldermen to submit questions prior to the regular meeting so staff can prepare answers. The board acknowledged staff effort and had no immediate substantive amendments in the work session.
Kathy also reported that Planning & Zoning has finalized survey questions aimed at stakeholders about a proposed multifamily moratorium. She said IT staff will format the survey for easy collation of results and invited aldermen to suggest additional stakeholders to include. The goal is to collect data to inform the moratorium discussion and move the process forward.
Both items — the budget first reading and the stakeholder survey — were informational at this work session; no final adoption occurred.
