City engineer recommends Asphalt Services LLC for trail crack-seal; Post Road Phase 1 design needs added box culvert funds

At the Nov. 19 Dardenne Prairie work session, City Engineer Matt presented two maintenance items: a recommended crack-seal contract for local trails and a supplemental funding request for Post Road Phase 1.
For trail maintenance, Matt said the city solicited bids for crack sealing on Bear Haven and Bluebird Meadow Trails and for limited trail replacement on Bear Haven where damage occurred. The city received two responsive bids: Burns and Jones at about $66,000 and Asphalt Services LLC at $37,900. Matt recommended accepting Asphalt Services LLC's lower bid, noting the work is specific to this year's needs and that the cost is slightly above budget so the budget could be amended later.
On the Post Road Phase 1 project, Matt said project designers inspected a box culvert during design and concluded it needs full replacement, which was not part of the original grant-funded scope. Staff requested an additional 10% from East West Gateway/the county to cover the additional cost and proposed a supplemental agreement to add the culvert replacement to the project scope.
No final award or supplemental agreement was adopted at the work session; the board received the engineer's recommendation and acknowledged the need to amend budget or contract documents as appropriate at a later meeting.
