Dardenne Prairie passes road, trail and sign ordinances; liquor-store CUP amended and approved
Summary
At its Nov. 19 meeting the board approved a MoDOT supplemental agreement for Post Road, accepted a bid for trail repairs, approved a digital sign purchase, and amended and approved a conditional-use permit for a liquor store (removing a drive-through). The FY2026 budget was presented for first reading.
The Board of Aldermen on Nov. 19 approved several administrative and capital items, read the FY2026 budget for first reading and completed final action on an amended retail conditional-use permit.
Post Road supplemental agreement (Bill 25-56): The board authorized the city administrator to execute Supplemental Agreement No. 1 with the Missouri Highways and Transportation Commission for the Post Road Phase 1 project (STBG-7302). The bill was read twice, moved, seconded and adopted by roll call; it became Ordinance No. 23-87.
Trail repairs (Bill 25-57): The board accepted a bid from Asphalt Services LLC for crack sealing and replacement work on the Barrett Haven and Bluebird Meadow trails. The project was discussed as administrative; the contractor estimated a six-day schedule for completion. The board approved the contract on roll call and the item became Ordinance No. 23-88.
Digital sign purchase (Bill 25-53): The board authorized a purchase order with Stuart Signs for a 6mm full-color digital sign to replace the broken unit in front of City Hall; it became Ordinance No. 23-91. City staff said the sign will support emergency messaging and public notifications.
Liquor-store conditional use permit (Bill 25-48): Final action on a conditional-use permit for a retail liquor store was amended at the meeting to remove a proposed drive-through. The applicant confirmed willingness to remove the drive-through; after amendment the board approved the CUP by roll call and it became Ordinance No. 23-90.
Budget (Bill 25-58): City staff presented the FY2026 budget (Jan. 1–Dec. 31, 2026) to the board; the document was read for the record but not voted on for final passage that night. Staff thanked department leads and financial staff for preparing the packet.
Other business: Staff announced community events including the Tree of Lights, Breakfast with Santa and a Mayors for Meals food drive tied to the St. Louis Area Food Bank; aldermen noted volunteer opportunities for the Salvation Army Red Kettle event.
