An adjacent homeowner who identified her address as 2132 Bates Road argued the property proposed for development had been in disrepair and said neighbors worry about squatters, runoff and lighting. She told the board that commercial uses on part of the site would likely worsen traffic and stormwater issues and questioned whether MoDOT would permit the proposed entrances.
Developer representatives and consultants responded to those concerns. Steve Valentine of Fisher Homes said the developer Blue Onyx had addressed unforeseen stormwater issues by installing additional piping to route water to the basin "and did the right thing" without seeking extra funds. Mike Faulkner, vice president of Sterling Engineering, said the builder increased garage depth by two feet to provide space for residents' trash, which he said directly addressed a board concern about refuse storage.
Kylie Brown, CEO of Blue Onyx and KB Capstone Homes, outlined her company's development experience and said the firm would deliver high-quality homes, noting prior retail and residential projects. "I entrust all them," Brown said, listing subcontractors and builders engaged for quality assurance.
Other public commenters raised related issues: one resident requested that contractors and subcontractors be held accountable when construction leaves gravel, rocks and debris in neighborhoods; another resident said presentation materials shown at meetings were too small and asked for clearer landscape plans and fence details so neighbors could judge impacts to privacy.
