Bluff staff trims General Plan to core priorities; commissioners discuss trust lands and attracting renewables

The presenter noted that some data must be updated after recent disconnection and that the future land‑use map should be moved into the land‑use section. The draft uses yellow highlights to show material staff recommends removing from the main text and placing in appendices; commissioners were asked to identify any highlighted items they want retained before the Dec. 4 Planning & Zoning meeting.
Commissioners also discussed how to treat state trust lands administered by SITLA: while the town has limited jurisdiction over those lands, several commissioners said the General Plan could signal the community’s preference for certain types of development to make Bluff more attractive to compatible projects. "If we express this in our general plan, then it says, look, you're not going to walk into a town that's hostile towards the stuff that you're trying to put in," one commissioner said, noting that disconnected lands may not be subject to local ordinances.
Staff requested commissioners review the yellow highlights and provide guidance so the planning team can finalize text and formatting for a public hearing and subsequent council consideration.
Next steps: commissioners to review highlighted items and return a recommended text decision by Dec. 4; staff will finalize graphics and formatting after content decisions.
