Council hears construction quality concerns, road bids and speed-hump repairs

Bryce Canyon City Council members raised construction-quality and procurement issues during the meeting, including a concern that a concrete pour for a show building enhancement may have been completed without planned reinforcement.
A council member said they observed rebar on the ground but not embedded in the pour and asked the engineer whether rebar or fiber was required. The member said the contract had set a 30-day completion window starting Oct. 1 and that the contractor was already past the deadline; town staff reported fines of $250 per day would apply if the work was not finished. The council asked staff to obtain a definitive answer from the project engineer; if reinforcement was required but omitted, the contractor was expected to remedy the work at its own expense.
Separately, staff reported bids for crack sealing/asphalt work had been received from Superior Asphalt and Straits Drive. Staff said last year Straits’ bid had been much lower; the procurement will proceed for evaluation and award. Council moved to advance the bid process with a motion by Darien and a second by Cam; members approved by voice vote.
Council also discussed road safety work after embedded nails from earlier speed-hump installations would not come out. A council member described options (cutting heads with an angle grinder or welding and pulling) and volunteered to remove remaining heads to avoid hazards; staff will coordinate the repair with the public-works supervisor.
The council instructed staff to notify bidders and follow up with the engineer on the show building concrete question and contract compliance. No formal penalties were recorded in the transcript at the time of the meeting.
