The North Logan City Council voted unanimously Oct. 8 to accept a lone bid on a surplus parcel at 2820 North Canyon Ridge Drive and to require remediation terms be included in the Real Estate Purchase Contract. Councilmember Emily made the motion and Kenny seconded.
City staff said the parcel—described in staff materials as a hillside with a footing foundation remaining from a prior structure—was declared surplus earlier and was publicly advertised for 30 days. Alan, representing city staff, told council the solicitation included notices to surrounding property owners and that the single bidder is the adjacent neighbor. Staff cautioned the lot will be restricted by deed and REPC terms so that no new structures requiring building permits would be allowed; acceptable uses would be limited to landscaping, driveways or similar improvements.
Council members pressed for an explicit remediation timeline to be included in the REPC so the fill or foundation removal would not be indefinitely delayed. Scott Perks and Alan said the city could require engineered fill or complete removal of the remaining foundation and would add a time requirement into the REPC negotiations. Emily moved to approve the acceptance of the bid with the condition that REPC language address remediation timing; the motion passed with a voice vote.
Mayor said the action is intended to resolve an ongoing eyesore and allow the property to be returned to productive use. The buyer retains the right to withdraw if REPC terms are unacceptable; staff said the city will negotiate reasonable timing tied to the buyer’s construction schedule when appropriate.
The council’s action approves the bid and directs staff to finalize the REPC with the stated remediation condition; no sale finalization was recorded in the minutes pending REPC execution.
