Duchesne County Commission approves access permits, fire-protection agreements and routine financial items

The Duchesne County Commission on Oct. 23 approved a series of routine land-use and financial items, including three approach (driveway) permits, interlocal fire-protection agreements and multiple administrative financial actions.
Commissioners considered three approach-permit applications brought forward by county staff. The commission approved permit 25-051 after staff reported minor mapping irregularities but confirmed access met county standards. Permit 25-052, involving access near Lower Red Creek, was approved conditionally on meeting U.S. Army Corps of Engineers crossing specifications. Permit 25-053, a proposed driveway for a spec home near Rossler Corner, was approved after staff confirmed driveway spacing met county requirements and commissioners asked for a site follow-up.
The commission authorized two fire-protection agreements and placed a third agreement on hold for further review. The approved agreements assign payments to local fire providers: Roosevelt City ($59,671.81) and Duchesne City ($52,210.35). A commissioner moved that the chair be given authority to sign the agreements; the motion carried with commissioners voting in favor.
Other routine approvals included issuance of a business license for Services JR LLC (a pressure-washing/landscaping contractor), acceptance of the presented vouchers, approval of tax adjustments and abatements (including an acreage correction discussed later in the meeting), and acceptance of payroll for the period ending Oct. 11, 2025 (reported payroll and invoice activity $596,002.97). The commission also adopted the 2026 pay-and-holiday schedule following a brief discussion about observing Juneteenth on the Monday holiday versus the date.
Where motions or votes were taken, commissioners indicated approval by voice ("aye"); the meeting record shows no recorded no votes on these items. Several items were held for additional review or signatures as noted in the minutes.
The meeting included routine departmental updates and closed with a short closed session to discuss personnel matters; no action was required upon return from the closed session.
