The Rockville Planning Commission voted to approve a grading and excavation permit that allows Jacob Anderson to dig for a septic tank and leach field on Parcel R-1308-1.
Commissioners said the application met the town's application requirements and imposed two explicit conditions: the excavation must remain entirely within the applicant's parcel and the permit is not to be treated as a building permit. During the meeting Jacob Anderson said the septic system had already been approved by Southwest Utah Public Health and that water access would be provided through a shared-well agreement. "All of the water questions, which are pretty rigorous," Anderson said while describing the health-department review of wells and water testing.
The commission's staff and legal adviser clarified the difference between administrative office processing and the planning commission's role: historically, staff verifies outstanding items and issues permits once conditions are satisfied, but the commission retains authority to confirm whether conditions have been met. Commissioners asked whether any trenching would cross neighboring property and whether an easement was in place; Anderson and staff said the excavation permit as approved authorizes only the hole on his parcel and does not yet authorize trenches or off-parcel work. One commissioner warned, "Please don't dig across somebody else's road until you get permission to do so."
The motion to approve passed on a roll call vote with all present commissioners voting in favor. The record of the motion includes the written finding that application requirements had been met and the verbal condition limiting excavation to the parcel. Next steps for Anderson are to follow up with the town office for ministerial steps, and if he later requests a building permit the commission or staff will review those separate submittals.
