CDRA members press staff for paperwork before releasing $48,000 to White Peak Ranch

During the Jan. 6 Mount Pleasant CDRA meeting members raised questions about a $48,000 payment to contractor White Peak Ranch that had been approved in earlier minutes but not yet paid.
A board member asked for documentation: “I just see this check request come in, but I don’t see a requisition for it or a contract,” Speaker 1 said. Speaker 2 responded that the finance director had been waiting for additional disbursements from the state treasurer and that some funds were held until grant closeout.
Speaker 2 told the board there was an agreement to pay White Peak Ranch $2,000 per month and that White Peak had submitted a statement or invoice for the $48,000. “We do have an agreement with White Peak Ranch, on the basis that they would be paid $2,000 a month,” Speaker 2 said, and asked the board to allow the finance office to remit the check once final funds arrived.
Members repeatedly requested that staff provide the contract or requisition and the minutes that authorized the payment so the board could confirm authority before release. No additional motion to withhold or release payment was recorded at the meeting; staff said they expected to have funds available in about two weeks to complete the disbursement.
