At its July 29 meeting the Wallsburg Planning Commission reviewed detailed edits to Chapter 5 of the draft development code, focusing on clearer definitions, tabular dimensional standards and use clarifications for animals, accessory dwelling units (ADUs), and long‑term parking.
Planner Spencer Foster explained he added a definition section and moved RV parks and campgrounds into a commercial category, and also proposed tables to make setbacks and dimensional standards easier to read. He said the draft includes cross‑references to the Utah code (for ADU rules and other statutory standards) and that obsolete code citations were updated.
Commissioners debated retaining the existing animal 'point' system (examples discussed: horses = 40 points, llamas, chickens) versus a more flexible administrative review for animals not specifically listed. The draft retains a catch‑all that would allow "animals not specifically listed" to be approved on review and adds a nuisance/conditional‑use backstop: any such use found to be a nuisance by noise, odor or health concerns would be required to obtain a conditional‑use permit.
On RVs and long‑term occupancy, commissioners noted the current language allowing a motor home or RV to be used by a guest for up to 14 consecutive days and discussed whether ADU rules should cover longer stays. They agreed such changes would require a public hearing and to be presented later with specific options. The commission also clarified corner‑lot setbacks (front/side street yard dimensions) and asked staff to ensure the tables and headings (R‑1, RA, commercial) are labeled and formatted for public readability.
Staff were assigned to prepare larger printable zoning/parcel maps, export parcel acreages into an Excel list, and refine the draft tables and definition wording for the next meeting.
