Wallsburg council views state data-privacy training; staff to complete reporting

An 8-minute state training video on the Government Data Privacy Act closed the first item on the Wallsburg Town Council's Sept. 18, 2025 work-meeting agenda and prompted the council to plan follow-up compliance steps.
Presenter Spencer Foster introduced the session and told the council that all government employees who handle personal data — and the town’s planning commission — should complete the training. Foster noted the training is required annually and must also be completed within 30 days of hiring new employees. "This training is required annually," Foster said, adding that the town must track completion and report the percentage of employees who have finished the required privacy training on the privacy program report.
The state-produced video summarized baseline obligations under the Government Data Privacy Act (GDPA) and explained how records management, inventory of personal data, retention schedules and privacy notices support compliance. The video also noted that some governmental entities may be subject to specific rules such as HIPAA or FERPA and directed viewers to privacy.utah.gov for more information.
After the video Foster recommended that he and Alicia Driscoll hold a Zoom session to walk through the town’s privacy program report together so Wallsburg can complete its submission correctly. Foster said completing the privacy program report is the town’s immediate compliance obligation for the year, and adopting a town-specific privacy policy could follow later as the program matures.
The training and council discussion did not produce a formal vote. Council members asked staff to circulate the training to planning commissioners and to provide the council with the completed report and a proposed timeline for a local privacy policy.
Next steps: staff will circulate the training link to the planning commission, gather completion confirmations, and return to the council with a completed privacy program report and a proposal for adopting a local privacy policy.
