A council member raised a practical concern that in neighborhoods of small homes (for example, a 794‑square‑foot dwelling) an ADU could be larger than the primary residence.
The short‑term rental draft provides definitions and an enforcement framework. Morrison noted that if the council adopts transient‑room taxes or other levies they can be collected automatically by contracting with the Utah State Tax Commission; implementation of some local taxes (for example, a 'wrap tax') would require voter approval.
No formal vote on either ordinance was recorded during the work meeting; councilors asked for highlights and clarification and staff said the full drafts and related planning work were available on the shared drive for review.
