Bicknell reviews park electrical upgrade and possible storage container, eyes new parks grant

Council members discussed planned upgrades to the town park's electrical service after renters tripped breakers during heavy use. The proposed work described in a bid includes upgrading from a 100-amp to 200-amp meter, roughly 300 feet of trenching, installation of five pedestals and related materials with a $12,000 estimate.

The council also reviewed a proposal to place a storage container on the north side of the building to store tables and chairs and free interior space. Cost estimates varied during the discussion; members referenced a small used container price and a brand-new, finished option; staff estimated a new unit could be roughly $2,800 for a basic container to as much as about $15,000 depending on finish and site work.

Members raised placement and setback concerns and noted visual impact near the road. One councilor suggested backing the container into the building so only one side is visible; others asked staff to survey property lines and setbacks before purchase. The council agreed that if setbacks prevent the proposed north-side location, they would consider a Plan B.

Staff flagged the new Community Parks and Recreation (CPR) grant program opening Jan. 15; the CPR program can cover lighting, sprinkler systems and electrical equipment and may be eligible for this work. Staff said the grant is competitive and that small projects can be successful; they will check eligibility and consider applying if the project fits program rules.

Next steps: Staff will locate the electrical bid, confirm exact container sizing and cost, measure setbacks/property lines, and assess CPR grant eligibility ahead of the Jan. 15 opening.
