The Planning and Zoning Commission heard an emotional plea from a resident asking the panel to recommend an exception to the city's short-term rental separation rule so her sister could buy and operate their parents' house as an Airbnb to keep the property in the family.
"So the only thing that we could really think of was to do an Airbnb so that we can keep it in the family," said the resident (Speaker 5), who described the house her father hand-built and asked the commission to "grant me an exception."
Planning staff (Speaker 2) and commissioners pressed for clarity on the ordinance's separation standard. Staff outlined three ways the municipality has measured distances: property-line to property-line, front-door to front-door, and the shortest street distance, and said the ordinance specifies a quarter of a mile. "We have these codes in place for a reason. It's to keep everything uniform," Speaker 2 said, noting that inconsistent exceptions could create precedent.
Commissioners debated measurement methods and grandfathered short-term rentals nearby. Speaker 3 moved to grant the exemption and Speaker 2 seconded the motion. The commission conducted a voice and hand count; Speaker 3 verbally voted, "Aye," and Speaker 1 voiced opposition. The chair reported two ayes during the hand count. Commissioners clarified that the commission's action is a recommendation and that final approval would rest with the city council.
The commission's recommendation will be forwarded to the city council for its decision. The public commenter thanked the board before the meeting moved on to other agenda items.
