North Logan to hold public hearing on cash-payment rounding policy after council discussion

North Logan City staff presented a proposed cash-payment rounding policy at the Jan. 7 City Council meeting and the council agreed to hold a public hearing before any formal adoption.

Alan told the council staff had examined practices used by other cities and the private sector and recommended adding rounding rules as an appendix to the city’s master fee schedule rather than as a standalone policy. “So basically, just as a policy at the end of our master fee schedule or as an appendix to that policy,” he said, and added that adoption would require a public hearing and a resolution at a future council meeting.

Staff noted most city fees already end in 0 or 5 cents, with the library fines as a notable exception. Councilmembers pressed for practical details: how many cash transactions the city processes, whether utility payments would be affected, and how sales- and usage-tax items would be handled. Alan and staff estimated roughly 4–5 cash transactions per day at city facilities, and that the majority of those are utility payments.

Councilmember 2 said the upcoming public hearing is important so the community can understand how and why the change would be implemented. The council did not vote to adopt the policy that night; instead members asked staff to circulate any edits and confirmed a public hearing will be scheduled at the next meeting before formal adoption is considered.

The next step is the public hearing and a formal resolution to incorporate the rounding rules into the master fee schedule. Timing of any adoption will depend on the public-hearing process and any edits the council requests.
