Planning commission approves Sandoval conditional use permit for limited roll‑off storage and firewood processing

The Duchesne County Planning Commission on a voice vote approved a conditional use permit for Felix Sandoval allowing on‑site storage of vehicles and up to eight roll‑off containers and limited processing and sale of firewood from a quarter‑acre area of a 17.4‑acre parcel.

Staff deputy director Mike Johnson told the commission the work is primarily off‑site (Sandoval’s services are performed at customers’ properties) but that the applicant stores equipment on his land and asked to keep roll‑off containers and run a small amount of firewood processing. Johnson said the containers would be located behind a subdivision and screened on three sides by pinyon and juniper. He recommended approval with conditions including updating the county business license to cover the activities, obtaining county public‑works approval for Coleman Road access, maintaining durable dust‑mitigating surfacing on access driveways, prohibiting junk/solid‑waste storage, complying with county noise rules and meeting wildland‑urban‑interface (WUI) safety standards.

Sandoval told the commission he expects no customers to visit the site and described the safety measures he already has in place: ‘‘We have 16,000 gallons on wheels ready to roll with fire pumps and everything ready to go into operations to fight any fires,’’ he said, adding he has multiple wells and has worked closely with the fire marshal. Sandoval said he will paint containers a neutral color and keep equipment out of sight where practicable.

Neighbor Brad Wardle spoke in support, calling Sandoval ‘‘meticulous’’ and noting neighbors keep water trucks available during summer months because there is no hydrant nearby.

The commission moved and seconded approval and recorded a voice vote in favor. The permit is approved subject to the staff‑recommended conditions and the applicant’s maintenance of required fire‑safety and waste controls.
