City staff recommended an impact fee so that new growth, rather than existing residents, bears the cost of infrastructure serving additional development.
Two consultants — the city’s previous impact-fee contractor (EFG) and the firm that completed the gas master plan (Sunrise) — each provided quotes of $15,000 for the study. Council voted to authorize $15,000 and allow staff to select a consultant to begin the study.
Council members indicated they would select between the quoted firms and asked staff to return with the formal contract or scope once chosen. The motion to fund the study carried by roll-call 'Aye' responses.
