Oakley — City staff and councilors discussed a proposed conservation easement to protect roughly 82–83 acres east of Pinion Lane that contain important watershed infrastructure and public recreation assets.
An unidentified staff presenter described the site as including a high-value water source and the Humbug wellhead, and said the easement’s northern portion would be protected from public access to secure the watershed: “We have a water source on the northern part of the property. We’re looking to protect that area. No public access,” the presenter said. The southern portion would retain trail access and recreational uses while protecting view sheds, wildlife values and watershed functions.
Council asked for mapping clarity and legal review. Staff said they would place a letter of intent on the council packet at the next meeting to authorize further work, with a draft conservation easement to be reviewed by the city attorney and returned for a formal vote. Council members also discussed related infrastructure priorities the wrap-tax proposal would address, including fencing where trails meet private property and bridge work to improve safe trail crossings.
What’s next: Staff will attach a map showing the east-of-Pinion-Lane boundary and bring a letter of intent for council action in two weeks; final easement approval requires review by legal counsel and a later vote by the council.
