Oakley — The city council voted unanimously to adopt Resolution 2025-06, giving notice of the city’s intent to annex an 11.58-acre parcel known as Deer Meadows Ranch (Summit County Parcel CD-258).
City staff member Amy told the council the annexation is intended to bring a parcel currently split between county and city boundaries into a single municipal boundary so the conditional use permit (CUP) that applies to the facility would fall entirely within Oakley. “This annexation … is about 11.58 acres,” Amy said, noting the action starts a 30-day period to notify neighbors and allow any eligible parties to file a protest.
The annexation would bring the land in under Oakley’s AG-40 zoning; Amy said properties annexed under city code come in as AG-40 and, where necessary, would later require a separate conditional use permit to authorize uses such as an existing airstrip. Council members asked how the property’s existing airstrip would be treated after annexation. Amy said the city’s process would generally require the owner to apply for a conditional use permit under city code, even if the use previously existed under county jurisdiction.
A council member moved the resolution and the presiding member seconded; the motion passed by voice vote.
What happens next: approving the resolution of intent starts a 30-day notice and protest window, after which the council will hold a public hearing and may take final action to annex the parcel. Any party wishing to contest the annexation must follow Summit County’s protest procedures during that 30-day window.
