Board warned Purgatory substation 69 kV capacity is filling; 138 kV loop remains priority

Board members received an update from a member who attended the Southern Utah technical task force meeting. The task force, a court‑mandated collaboration among regional transmission and distribution parties, reported Rocky Mountain Power is pushing load off the 69 kV system, and Purgatory substation loadings on the 69 kV are expected to reach roughly 162 megawatts next year.
The presenting member said that because the 69 kV transformers are approaching capacity, the system will have less redundancy; if one transformer goes out, multiple circuits will need curtailment and restoring service may require mobilizing a mobile transformer. "If they lose a transformer... you're looking maybe 12 to 14 hours before they can legitimately get a mobile transformer mobilized and shipped," the member said.
The update increased urgency for the board's longer‑term plan to bring a 138 kV feed to reduce load on the 69 kV system and complete Hurricane's loop. The board discussed possible contingency planning and said they would continue coordination with the project partners; no formal action was taken at the meeting.
