The board voted to forward a recommendation to the city council to award the civil portion to Interstate Rock, with the condition that staff secure a detailed project schedule for use in evaluation and contract terms. "They were incomplete," a board member said of the discarded low bids; another member noted the importance of a timeline so the transformer does not have to be moved twice.
The recommendation will go to city council for final contract award and execution.
