The Hurricane City Power Board approved minutes for the Oct. 28 and Nov. 12 meetings and passed three recommendations to the city council by voice vote.
In procedural business, the board approved the meeting minutes without amendment after members said the notes were more detailed than usual and useful as a reference.
On contractor oversight, the board voted to recommend that city council increase the initial high‑voltage contractor application fee and institute annual recertification. The recommendation backs an initial company fee increase to $150 and $100 for each additional employee on the initial application, plus an annual recertification fee of $50 per employee to cover training, testing and administrative costs. The proposal, presented by a board member leading the effort, said the recertification is intended to keep contractor contact information current and to remove inactive or out‑of‑date firms from the list of approved contractors.
On procurement, the board voted to forward a recommendation to award the civil portion of the Sky Mountain Substation project to Interstate Rock. Staff and the engineering firm ICPE recommended excluding two low bids for omitting required materials and services; the board cited prior experience with Interstate Rock and asked that a firm project schedule be required as part of the award because the transformer delivery is expected late in the year.
All of the above recommendations will be considered by the city council; the board recorded the approvals by voice vote rather than roll‑call counts.
