The council advanced two linked actions to build a new community pool. Staff presented a low-bid figure in the packet and explained that several city-provided elements and a healthy contingency push the overall project estimate to just over $16 million. The bid amount recorded in the meeting materials was $14,379,007.88; staff said that with city self-performed items and contingency the overall project cost would exceed $16 million.
Second, the council approved a resolution authorizing an official statement and setting parameters to permit up to $8 million aggregate principal of Series 2026 sales-tax revenue bonds—steps necessary to access market financing. City staff explained options for a direct placement versus a market sale and said the city intends to minimize borrowing and that wrap-tax revenues are expected to make debt service. Staff said they plan a financing structure and suggested a 20-year term if feasible.
Council members asked about alternative bid options and life-cycle costs (for example, an alternate that could save $105,000 now would cost more later in chlorine/salt systems). The council approved the contract award and the bond-authorizing resolution; staff will finalize financing details and report back with an official placement plan and associated documents.
