City seeks UDOT planning assistance; council told signals and SR‑7 interchanges will be added to master plan

Speaker 8 described the grant strategy (UDOT $100,000 request plus a prior $30,000 grant and city funds) and said the update will consider road alignments, active-transportation connections, impact-fee facilities and the inclusion of master-planned SR‑7 interchanges that are not yet in the capital facilities plan.
Speaker 8 and council members discussed signal warrants and an intersection near Walmart on 3400 West that likely meets signal warrants in peak hours; a traffic-impact study for recent commercial development recommended a signal when buildout occurs. Signal installation costs were described in the $250,000–$300,000 range; Speaker 8 said developers paid $75,000 toward a local signal, leaving a significant funding gap.
The staff presentation also raised the possibility of a transportation utility fee to address a shortfall between maintenance needs and existing B&C road fund and sales tax revenues. Staff recommended a multiyear pavement-management analysis and indicated the UDOT-funded master plan update will include study of a utility fee, signals and interchanges.
No council action was taken; staff said technical planning assistance applications are pending and project design and public engagement will follow if awarded.
