Commission approves Desert Sands garage-condo preliminary plat amid water-reporting and occupancy questions

HURRICANE — The Hurricane City Planning Commission on Jan. 8 approved a preliminary plat for Desert Sands Garage Condos (PP25-19), a 104-unit garage-condo project, while flagging water-reporting and potential occupancy concerns.
Logan Blake, agent for The Hollows LLC, described the project as individually owned storage/garage-condo units, some with minimal plumbing. Planning staff noted the city reports building-permit–ready lots to the Washington County Water Conservancy District and said the new lots will be added to its monthly report if the commission approves the plat.
Corey Wright of the water department, present at the meeting, said the units are not expected to be large water users but reiterated the contractual obligation to report approved lots to the district.
Some commissioners and members of the public raised concerns that owners might attempt to occupy or convert units for living space despite the intended storage/garage use. One commissioner opposed the motion to approve, citing regulation and fire-protection concerns, but the motion passed with the majority voting in favor.
The commission approved PP25-19 subject to staff and JUC comments; staff will update the city’s reporting numbers to the water conservancy district to include the new lots.
