Planning commission recommends approval of 14-unit Pioneer Lane development, 3-2

The Richfield Planning & Zoning Commission voted 3-2 to recommend approval of a two-phase, 14-unit townhome project proposed by Wayne Development at 225 West Anderson South, subject to completion of technical review.
A representative for the developer described the proposal as two phases of seven units each and said the design meets current city ordinances. The developer offered amenities beyond code, including two 4-foot sidewalks (one on each side of the private lane), slightly longer driveways (23 feet) and to construct a playground at the developer's expense.
Commission discussion focused on density, traffic/line-of-sight concerns, retention-pond sizing and whether the project should be held to unresolved RM-11 amendments that the commission is currently considering. One commissioner asked whether the developer could be held to the proposed RM-11 standards; staff said the applicant submitted under the current code and the commission should verify with the city attorney whether forthcoming code changes could be applied retroactively to pending applications.
The commission's recommendation is subject to standard technical review and any corrections that review requires. Recorded voice vote was 3 in favor, 2 opposed; the motion carried.
