Finance Committee OKs FAA PFC application to fund Gate 11 boarding-bridge replacement

Unidentified Speaker, the presenter of the item, told the committee that the PFC program “is a way for airports to put money back into development of an airport. It's allowed by the FAA.” The presenter said the current passenger facility charge is $4.5 collected by airlines when passengers buy tickets and that PFCs may only be collected for FAA-approved projects: “It's not we don't collect it if we don't have an approved project. Can't use it to build up a reserve.”
The presenter said Gate 11 is in need of replacement and that the proposed PFC project would allow the airport to collect $2,127,000 toward the replacement. The presenter said the city has used the PFC program for boarding-bridge projects in the past and noted FAA submission deadlines require timely action.
Counsel Trumbull, chair of the Finance Committee, asked for questions and then acknowledged a motion and second to approve the council order. Trumbull closed the meeting by saying, “Without any objection, this has approval,” indicating the committee approved the authorization by voice vote without a roll call.
The committee's approval at the special meeting sends the council order to the full council as new business. If the council approves the order, the city manager will be authorized to submit the FAA PFC application and, if approved by the FAA, collect PFC revenue to pay toward the Gate 11 boarding-bridge replacement.
