Council approves $500,000 trail funding; vacates alley ordinance given first reading

The Clinton City Council adopted a resolution approving a Transportation Alternatives Program (TAP) funding agreement with Regional Planning Affiliation 8 (RPA 8) for the South 14th Street Trail Project and took first reading of an ordinance to vacate a 16-foot-wide east-west alley in two blocks.
Council member Musman presented the TAP agreement, and engineering staff said the award is $500,000 to connect trails from Bluff down South 14th past the Jurgensen Sports Complex and to Highway 30, and that the project must be completed within two years. "It'll be the wider trail for bikes and walking and getting the kiddos to be able to get to soccer and baseball without being in the street," an engineering official said. The council approved the funding agreement by roll call.
Council member Kearns introduced the ordinance vacating the east-west alley; engineering explained that adjoining property owners could each purchase half the vacated alley frontage in sequence if they choose, and that some portions already have been built over by neighbors. The council approved the ordinance reading by roll call, beginning the standard ordinance process.
Staff estimated the trail would be built within two years and said the alley vacation would proceed through engineering with affected property owners invited to purchase adjoining parcels.
