Plan commission recommends rezoning for Deprisco parcel to allow home and limited agricultural uses

The DeKalb County Plan Commission on May 6 voted to recommend that the County Commissioners rezone about 14.35 acres owned by Joe Deprisco from R-1 (low-density residential) to A-2 (agricultural). The change, staff said, would permit a single-family home and small-scale agricultural uses that the applicant said he wants to maintain for family purposes.
Chris, a county planner, told the commission the parcel at the southeast corner of County Road 327 and County Road 68 in Garrett is currently mapped R-1 but abuts A-2 zoning and agricultural uses. Chris said A-2 zoning allows "agricultural crop production, confined feeding, raising of farm animals, agricultural storage, and then also allows for single family homes." Staff recommended a favorable recommendation to the commissioners and read the required findings and agency reports under the Unified Development Ordinance and Indiana Code 36-7-4-603.
Applicant Joe Deprisco apologized for a missed mailing notice and said the intent is to "build a single family home" and possibly keep animals for his granddaughter: "I've got a granddaughter been bugging me about some horses." Jim Kellum of 1293 County Road 68 spoke during public comment and said neighbors "don't have any problem with that," but added, "But, anything major, that's where we'd have a whole problem with it," expressing concern about large confined-feeding operations near houses.
A motion for a favorable recommendation passed on a roll-call vote. Bill Hartman voted No; Bill Van Wye, Sandy Harrison, Jerry Yoder, Frank Palver, Suzanne Davis, Angie Holt, Tyler Lanning and Jason Carnahan voted Yes. Staff told the applicant the rezoning request will be heard by the DeKalb County Commissioners on May 12 at 9:30 a.m.; the applicant was told attendance was optional.
The commission's recommendation is advisory; final zoning authority rests with the County Commissioners. The record for the petition included published legal notice, certificates of mailing and non-objection letters from the Board of Health, Highway Department, Soil and Water Conservation District and County Surveyor.
