SFCTA adopts 2025 annual report after public comment urging stronger cost-benefit analysis

The San Francisco County Transportation Authority on Jan. 27 gave final approval to its 2025 annual report, voting unanimously 11-0 after hearing a staff presentation and brief public comment.
Director Chang presented the report, summarizing the agency's 2025 accomplishments and priorities, including updates to the San Francisco Transportation Plan, plans for 11 Prop L-funded school walk audits, a USDOT reconnecting-communities grant to study the Gary/Fillmore underpass, and funding wins for Yerba Buena Island projects and other capital work. Chang said staff allocated about $40 million in Prop L sales-tax funds last year and cited $7 million in TNC tax funds allocated to SFMTA for traffic-calming and quick-build projects.
Public comment on the annual report included Griffin Lee of Connected SF, who urged the board to require cost-benefit analyses for major capital projects and to set clearer, targeted goals to reduce negative impacts on small businesses during long construction efforts. Lee told the board: "There need to be better financial analysis and cost benefit analysis to determine the feasibility...and also what outcomes are we trying to achieve." A second commenter identifying herself as Nika, founder of SF Drivers, introduced herself and said she will attend future meetings.
Commissioner Mahmood moved to approve the annual report; Commissioner Chin seconded. The clerk recorded 11 ayes and announced final approval.
The board indicated staff will proceed with the next steps described in the report and return to the board as appropriate with further updates and implementation items.
