Board approves $182,735 precast fence at Deer Creek High School after discussion of placement and funding

The Wasatch County School Board voted to approve an eight-foot precast concrete fence along the north side of Deer Creek High School, awarding the contract to Rhino Rock for $182,735.

District staff said the fence follows terms negotiated when the district purchased adjacent property and will provide separation between the school and neighboring parcels, including past a nearby residence and outbuildings. Staff described the proposed product as a foam-core precast concrete wall similar to other walls placed in the district but taller (8 feet instead of 6). The district solicited four bids through the state procurement site (U3P) and recommended the Rhino Rock bid as the accepted offer.

Board members sought clarification on whether the fence sits level with adjacent ground or on a berm; staff said the fence will sit down level with the neighbor’s property and noted Heber City requires an 8‑foot easement between curb and fence. Staff said the project will be paid from the district’s existing capital funds rather than part of the construction bids for another project.

"It's my recommendation that the board accept the bid from Rhino Rock for $182,735," staff said during the recommendation. After questions and discussion about siting and prior contractor experience, the board approved the motion.

The board did not identify any additional public comments during the meeting on this item. Implementation will be managed by the district’s facilities/capital projects team, which will reconcile the expenditure with the capital budget.
