Council approves comprehensive plan amendment and lease financing for golf course equipment

At its Jan. 26 meeting, the Aurora City Council approved two items on the agenda: a comprehensive plan amendment updating the city’s planning and annexation boundary (item 12b) and an ordinance authorizing lease-purchase financing for city golf course equipment (item 13a).
Staff explained that ordinance 12b amends the planning and annexation boundary and that the Unified Development Ordinance requires a public hearing and a two-thirds vote of the entire council to adopt such amendments. Council moved to approve item 12b; the motion passed unanimously in the first-reading vote with six members present. Staff and counsel noted that the second reading will require seven votes for final adoption.
City Treasurer Teresa Sedmak presented ordinance 13a to authorize lease-purchase financing for equipment across five city golf courses, including 64 golf carts (with lithium batteries), 31 course maintenance vehicles, and related equipment. The ordinance provided a maximum principal amount of $1,800,000, a maximum interest rate of 5.25% and a maximum term of 60 months. Council moved and unanimously adopted item 13a.
Also approved by consent were earlier minutes and consent calendar items; the meeting record shows the consent motions passed unanimously.
Next steps: Item 12b will return for a second reading that requires seven votes; the lease-purchase agreement will be executed consistent with the adopted ordinance and financial terms.
