The Lowell School Committee met in the City Council Chamber in April and approved prior meeting minutes and a series of consent items while directing staff to prepare several reports to inform upcoming budget and curricular decisions.
Committee members voted to approve the minutes from Feb. 26 and March 19 and passed bundled consent items including Crest collaborative amendments and FY25 awards. The committee also moved a set of informational motions asking the superintendent to report back on parking at the STEM Academy, compile a list of administrators with job descriptions, salaries and up‑to‑date certifications, provide a list of FTE positions fully or partially funded by federal dollars, and submit a review of how financial literacy is included in the high school curriculum.
“The concern is we need as much information as possible,” said Mister Conway, arguing the administrator and federal‑funding reports are important to the budget process. Superintendent staff committed to deliver requested financial and personnel reports in the timeline the committee prefers; the district suggested quarterly inclusion of permission‑to‑enter (PTE) information in the financial packet.
Finance discussion highlighted two recurring themes: transparency about vendor spending and the mechanics of PTE approvals. Doctor Pinto said staff could provide more detailed explanations of line items and agreed to furnish the committee with regular reports on expenditures. Members pressed for clarity on several large line items cited from the subcommittee packet, including a $145,000 contract for window‑treatment replacement covering 11 classrooms, which Mister Conway described as appearing to cost “about $13,181 per classroom.” Doctor Pinto and other staff said some items are grant‑funded and that a fuller explanation would be provided.
On curriculum, the committee received a progress report on the district’s English language arts adoption and on strategic planning. Miss Crocker Roberge, the strategic‑planning lead, told the committee the district is transitioning from phase 3 to phase 4 and outlined four goal areas — rigor and relevance, safe and welcoming schools, skilled talent, and efficient systems — with a draft strategic plan slated for committee review by the May 21 meeting and final approval expected in June. “We are putting the final touches on all of our benchmarks and mission measures,” Roberge said.
Members also approved conference and overnight trip requests, accepted the district’s graduation date for Lowell High School (June 4), and approved professional personnel leave requests by roll call. The meeting adjourned after the committee voted to end the session.
What’s next: staff will return with the requested administrative and financial reports, a curriculum recommendation timeline for ELA materials, and the draft strategic plan for committee feedback at the May 21 meeting.
