Commissioners award courthouse HVAC contract, approve jail security amendment and accept homeland-security funds

Facilities director Bill Truffant outlined the courthouse project and said the winning contractor presented an "aggressive schedule" that could include field verification in December and substantial work through next year. Truffant said the aging system caused frequent temperature complaints in courtrooms and that the new installation will "temper the air" with improved controls. Commissioners asked about system details (no heat pumps in the current scope) and coordinated scheduling to avoid interfering with state trial calendars. The board voted to award the project to the apparent low bidder.
On the jail, staff proposed a contract amendment with Securitas Technologies for medical-area security implementation; staff described that work as phase 2 of a broader jail-security program and said the amendment (packet figure: $192,645) will be funded from the 23-24 general obligation bond. Commissioners discussed whether the jail medical area could serve as a staging ground before rolling out to the full facility, and staff described the approach as "baby steps" to reduce operational risk. The board approved the amendment unanimously.
Separately, the county accepted a Homeland Security Grant Program award for FY24 (packet figure: $590,553). EMA staff warned the board the state's allocation was cut by 10% at the federal level, but said Cumberland County exceeded the state's spending target and the grant will be spread across county and municipal projects.
Why it matters: the courthouse HVAC project addresses long-standing comfort and maintenance issues in courtrooms; the staged jail-security upgrade is intended to improve safety in the medical unit before a system-wide rollout; and the HSGP funds support countywide security and preparedness projects.
All three measures passed on unanimous votes during the meeting.
