Palak Pande, city planner for the City of North Bend, recommended approval of a conditional use permit to convert the existing structure at 2520 Broadway Street into a two-unit duplex, saying the conversion would occur entirely within the current building envelope and would not expand the building footprint.
The proposal, filed as case file 62725000026PLNG, lists the applicant as Kevin Lena and the owner as Kingsview School (Bay Area Church of the Nazarene). Pande told the commission that city records show the property was used commercially from about 2007 to 2016 and converted to residential use in 2017; the permit would update city records and formally authorize residential use in the Commercial Limited (CL) zone under the conditional-use process.
Applicant Kevin Lena told the commission he is the contractor on the job, that permits have been paid and plans submitted, and that the change will create two small dwelling units with individual bathrooms and sufficient parking on site. "We're just gonna turn it into two units. It's got plenty of parking," Lena said, arguing the change will not increase traffic and could reduce commercial traffic in that location.
Commissioners asked questions about whether the structure is currently occupied and whether it meets the approval criteria. Pande and staff said the work does not intensify the site, found no conflicts with zoning standards for compatibility, access, or parking, and recommended approval provided that all agency comments and requirements are satisfied prior to occupancy.
A commissioner moved to approve the conditional use permit based on the staff report, findings, and public testimony; the motion was seconded and carried unanimously. The commission recorded the motion as approved with the condition that required building- and agency-level comments and approvals be fulfilled before a certificate of occupancy is issued.
Next steps: the applicant must satisfy building department and other agency requirements identified in the staff report before the city will issue occupancy approval.
