Board hears public hearings on high school mechanical replacement and Titan Hill exterior envelope

The Lewis Central Community School District held a public hearing Nov. 3 on two capital projects: the first phase of the high school mechanical replacement and the Titan Hill exterior envelope renovation.
Mister Wallace (present in the record) described the high school mechanical project in detail: replacement of five rooftop units (four to be removed from the chiller, one to stay on the chiller), replacement of approximately 25 obsolete air‑terminal controllers that “don't work anymore,” expansion of the building control server (a second JACE to reduce load on the existing unit), and removal and replacement of worn acoustical ceiling grid and tiles in the lobby, cafeteria and gym hallways. Staff said the engineer’s estimate for that work is $1,000,000 and that the district had budgeted $1,000,000. Staff also said the project was posted for bid with a November 20 bid date.
On Titan Hill, staff described planned work to replace doors and windows, repair and tuckpoint brick, recaulk control joints and add a sidewalk at a west‑side pool exit to ensure safe egress. The architect’s estimate for the Titan Hill envelope work was stated as $462,949 and the district budgeted $550,000 for the project. Staff noted one open question: whether to add a canopy over the northwest entrance to provide covered staging area for student pick‑up and drop‑off. The district has roughly $90,000 remaining under the Titan Hill budget to explore canopy options. Staff proposed running the canopy as a separate bid package so the main envelope project can proceed to bid while the canopy design is finalized.
Board members asked about acoustical changes if ceilings were removed and whether a freestanding awning would look appropriate. One board member said the examples shown were “classy” and not like a carport. Another cautioned about costs if a canopy were made to architecturally match the building; staff said a prefabricated freestanding awning could be produced for roughly $90,000.
The hearing was closed after public comment and staff will proceed with bid documents for the posted projects. Staff said additional canopy design work could be ready to present in one to two weeks for board consideration.
